Preparatory Process of the United Nations E-Government Survey 2016

Since 2003, the Division for Public Administration and Development Management (DPADM) has been publishing the United Nations E-Government Survey to share knowledge about global e-government trends and issues, and innovative practices as well as challenges and opportunities for e-government development. The biennial Survey is the only report in the world that assesses the e-government development status of all 193 United Nations Member States. It serves as a tool for decision-makers to identify their areas of strengths and challenges in e-government and to guide e-government policies and strategies. The Survey is being used as an impartial reference by policy-makers, government officials, United Nations agencies and other global and regional organizations to benchmark e-government development in all regions and guide policy formulation and implementation. The Survey, which is intended for government officials, academics, intergovernmental institutions, civil society organizations, the private sector and citizens at large, is therefore a valuable capacity-building tool used by UNDESA to support Member States in advancing e-government for sustainable development.


The "UNPACS E-Government Knowledge Base" sub-portal, an interactive e-government open data platform,  allows users to view, sort, and print Survey information, or download entire copies of the eight previous editions of the United Nations E-Government Survey. It also permits to browse and download raw data by country, region, or year, and to compare regions and countries. 


OPEN CONSULTATIONS

Background

To allow for a more inclusive, open and participatory approach in the design of the Survey, and in response to requests from Member States, the preparatory process for the upcoming edition is the first to include consultations from all around the globe as well as online. The United Nations Department of Economic and Social Affairs (UNDESA), Division for Public Administration and Development Management (DPADM) is organizing multiple consultative meetings on “E-Government for Sustainable Development” in collaboration with a number of regional hosts. In addition, feedback can be provided through an online platform. UNDESA will then compile the suggestions from both online and offline channels and present them to an Expert Group Meeting (EGM), which will be held on 16-17 March 2015 to discuss the themes and outline of the upcoming Survey in 2016.

Online Consultation 

An online platform is available through the United Nations Public Administration Network (UNPAN) for Member States and other key stakeholders to provide feedback and suggestions for the United Nations E-Government Survey 2016.

Consultative Meetings

The primary objective of these meetings is to obtain feedback on the latest Survey and provide suggestions for the 2016 edition. Consultative meetings will be held in various parts of the world to ensure balanced geographical representation.
