The Africa Human Resource Managers' Network (APS-HRMnet) was launched during the capacity building workshop of UNDESA in Arusha, Tanzania on 27 February 2009. The main objective of APS-HRMnet is to enhance the capacity of human resource managers in the public service in Africa. This website is dedicated to the members of APS-HRMnet and serves as a forum for a continuous exchange of ideas and best practices among human resources managers in order to enhance their capacities. The site contains tools for on-line conferences and group discussion and serve as a forum for live discussion. It also enables members to download and upload literatures on human resource management and facilitate access to the on-line training programmes on human resource management.

Introduction
The quality of Human resources is critical to the development of any country. Global, regional and national commitments to sustainable and poverty reduction such as the millennium Development Goals (MDGs) need human capacities in the public, private, and civil society sectors to transform these commitments into results. Therefore, public sector human resource managers occupy a strategic position in the development of a country. However, in many African countries, it has been found out that this strategy position is not recognized in the formulation of development plans and programmes, and human resource managers in the public sector may not be professionally tuned to the critical role they should play.  Recognizing the fact that building the capacity of the human resource managers in Africa is a long process that takes time and requires huge resources; and realizing that capacity building would benefit from a continuous exchange of new ideas and best practices among the human resources managers themselves, the importance of establishing a permanent forum for such exchange of ideas became vital. The idea to establish this network was born in Cape Town (South Africa) during the International Public Management Association for Human Resources (IPMA-HR) Conference in April 2007. Following the meeting in Cape Town, a selected group of human resource managers from Ethiopia, Kenya, Lesotho, Malawi, South Africa, Swaziland, Tanzania, Uganda and the African Association for Public Administration and management (AAPAM), established a Working Group to bring about the creation of the African Public Sector Human Resources Managers Network (APS-HRMnet). With the support of UNDESA, the Working Group met in 2007 and 2008 to get the support of senior government officials of the public sector in Africa and to prepare the necessary documents, such as the Draft Constitution of the Network. Such meetings took place in Mbabane (Swaziland) in September 2007, in Kampala (Uganda) in April 2008 and finally in Accra (Ghana) in October 2008.
The Government of Tanzania hosted the launching Conference in Arusha, Tanzania from 23-27 February 2009 where more than 140 participants comprising Ministers of Public Service, Permanent Secretaries, Directors of public service commissions, Heads of institutes of public administration and management development institutes, and other appointing authorities in the public sector met and adopted the Constitution establishing the Network. The Executive Council was appointed by the participants unanimously and the African Association for Public Administration (AAPAM) generously agreed to host the network until such time that the Network obtains sufficient financial and material resources to support its own office.
This site is built by UNDESA as part of its continued support to the institutional development of APS-HRMnet, and its commitment to the professionalization and sustainable development of human resources managers in the public sector. While the primary beneficiaries of the web-site are public sector human resources managers in Africa, this site would also be valuable to all public and private sector human resources managers; civil service commissions; institutes and schools or faculties of public administration, management development institutes; academicians; researchers; students of public administration and human resources management in the public sector; human resources managers in non-profit organizations’ as well as others who are interested in human resources management in the public sector.
And recognizing the need for the development of competent and professional human resource managers in Africa’s public sector to support the development of knowledge, know-how and skills, networks and attitudes of personnel in the public sector through whom services are planned and delivered, critical innovations conceived and realized and needed reforms carried out for rapid economic and social development of the African continent;
And in recognizing the importance of co-operation and networking among African public sector institutions in the mobilization of resources for advocacy, human resources management professional development, information and knowledge sharing to enhance organizational and individual capacity for effective performance in the public sector;
This meeting of ministers responsible for public service in Africa, human resource managers in the public sector, management development institutes, members of the Africa Association for Public Administration and Management, assembled in Arusha, Tanzania hereby formally resolve this 26th day of February, 2009 to form the African Public Sector Human Resource Managers’ Network (APS-HRMnet) and adopt this constitution.

Strengthening Human Resource Managers’ Capacities in Africa’s Public Service for Effective Performance Management and Service Delivery, Zanzibar, United Republic of Tanzania, 12 to 16 November 2012
Managers of the public service in African countries including ministers responsible for public service, permanent secretaries, senior public servants in central and local governments, public administration and management trainers, directors of public administration and management development institutes, human resource managers from public sector institutions, and representatives of development partners, will gather during the 34th AAPAM Roundtable to discuss and share innovative ways of performance management in the public service in Africa.
UNDESA would organize a capacity building workshop on “Enhancing performance management to improve service delivery in Africa” during the 34th Round Table Conference of AAPAM in collaboration with the Africa Public Sector Human Resource Mangers Network (APS-HRMnet). Therefore it is planned that the Africa Public Sector Human Resource Mangers Network (APS-HRMnet) will hold an expert and practitioners panel on the role of human resource mangers in performance management during the plenary sessions of the AAPAM Roundtable.
The overall objective is to contribute to the development of the capacity of the Public Service managers and leaders especially human resource managers to effectively manage performance in the public service. The workshop will be integrated in the 34th Roundtable of the AAPAM not only to enable human resource managers benefit from the experts provided by the Roundtable but also to enable the leadership and management of the public service benefit from the input of the human resource managers.

STUDY TOURS FOR HUMAN RESOURCE MANAGERS IN THE PUBLIC SECTOR IN AFRICA - 2012
Background information on the Study Tours
Human resource managers in the public service occupy a strategic position in the development of a country. The Seventh Africa Governance Forum (AGF 7), which took place in Ouagadougou, Burkina Faso, at the end of October 2007, discussed the issues related to public service reforms and enhancing institutional and human capacities in the public sector and recommended an emphasis on strengthening the capacities of human resource management in Africa’s public sector institutions. In response to this recommendation and recognizing the importance of sharing experiences and best practices among developing countries to find viable solutions to common problems, the United Nations Department of Economic and Social Affairs (UNDESA), in collaboration with a group of African senior human resource managers, the United Nations Economic Commission for Africa (UNECA), and the African Association for Public Administration and Management (AAPAM), initiated the establishment of the Africa Public Sector Human Resource Managers’ Network (APS-HRMnet). The Network was launched on 27 February 2009 in Arusha, Tanzania, during the UNDESA sponsored Workshop on Capacity Building for Human Resource Development Policy and Strategy in the Public Service in Africa.
In order to strengthen APS-HRMnet, UNDESA, through its development account project has provided funding for the organization of two capacity building workshops and two expert group meetings; and designed a website for APS-HRMnet, and an online training programme on human resource management. Another activity planned under this project is a study tour for human resource managers in the public sector in Africa in order to promote the sharing and transfer knowledge and best practices in specific human resource management areas.
Thematic areas for the study tour and host countries that will provide training and facilitate knowledge transfer in the respective areas were identified by the Executive Committee of APS-HRMnet during a meeting held in Lilongwe, Malawi in November 2011. The choice of host countries took into account among other parameters the strength of various countries in specific areas of human resources management and development and their capacity to offer the training and undertake the necessary logistical arrangements.
The study tours are expected to contribute to the achievement of the objectives of APS-HRMnet, especially the second objective, which is “identifying and sharing best practices in human resource management so as to assist public sector organizations improve their performance in human resource management and public service in general.”

Expert Group Meeting on “Strategies for Attracting the best talent in the Public Service in Africa” , Crossroads Complex, Lilongwe, Malawi, 14 to 18 November, 2011
In connection with the 33rd Annual AAPAM Roundtable Conference, this Expert Group Meeting is being organised jointly with APS-HRMnet and AAPAM. UNDESA and the APS-HRMnet will work with AAPAM during its 33rd Roundtable Conference and organise discussion panels and an Expert Meeting on “Attracting the best talent in the Public Service in Africa”. One of the issues to be discussed during the Expert Group Meeting is how to attract the best talent in the public service in African countries to serve in local governments especially in rural areas.
Objectives:
The main objective is two fold: to highlight the challenges related to attracting high performing public servants to serve in local governments especially in rural Africa and to propose strategies for attracting the best talent to boost improvement in the delivery of public service at local level. The Expert Group Meeting will provide a forum for sharing information and knowledge as well as providing advice to policy formulators (especially human resource managers in the public service) and policy makers (especially Ministers responsible for public service and local government ) on the elements of policies and strategies that should be instituted in the public service to attract the best human resources to serve at local level for effective implementation of government policies and programs especially those related to the achievement of the MDGs and other internationally agreed development agenda.

Capacity Building Workshop on “Promoting Professionalism in the Public Service: Strengthening the Role of Human Resource Managers in the Public Sector for the effective implementation of the Charter for Public Service in Africa” , Addis Ababa, Ethiopia, 14 to 18 March 2011
This is the second major training workshop to be implemented under the development account project of UNDESA. The rationale behind this Charter is to build trust in government by establishing predictable and consistent service delivery standards and conduct of public officials that will ensure that citizens are treated fairly, equitably and without bias wherever they access government services. If well implemented and followed to its letter, the Charter holds potential for promoting and ensuring professional and ethical behavior, transparency, accountability, and integrity in the public service. It is a strong vehicle for promoting professionalism in the Public Service in Africa. However, it is realized now that without the direct engagement of the managers of the Human resource in the Public service in the application and enforcement of the Charter, it is likely to remain just a framework. This is why the capacity building workshop for public sector human resource managers in the public service in Africa which is planned in Addis Ababa in March 2011 is focused on promoting professionalism through strengthening the role of human resource managers in the implementation of the Charter for Public Service in Africa. As Africa’s Public Service strategize on how to build professionalism, the human resource managers in any public sector institution need to be taken as a strategic partner, adviser, and even coach in this endeavor. But for this to be effective, the human resource managers must be equipped with knowledge, skills, networks, attitude, and predisposition that enable them to play this role.

Capacity Building Workshop for Public Sector Human Resource Managers in Africa on "Strengthening Human Resource Capacities for the Achievement of the Millennium Development Goals and the Africa's Development" will be held from 12-16 April 2010 in Cotonou, Republic of Benin.
Public sector human resource managers occupy a strategic position in the development of a country, however, in many African countries, this strategic position is not recognized in the formulation of strategies, and human resource managers in the public sector may not be professionally tuned to the critical role they should play.
The United Nations Department of Economic and Social Affairs working with UNDP and African partners has embarked on a coordinated program to strengthen the human resource management function in the public service in Africa. In this context, this workshop is being organized with its main objective to enhance the capacity of human resource managers in the public service in Africa to carry out the various functions of HRM in the public service to improve performance.

Workshop on Capacity Building for Human Resource Development Policy & Strategy in the Public Service
The Division for Public Administration and Development Management of the United Nations Department of Economic and Social Affairs (DPADM/UNDESA) is organizing a training workshop in collaboration with the Government of the United Republic of Tanzania in Arusha, Tanzania from 23 to 27 February 2009, at the Arusha International Conference Center, to launch the African Human Resources Management Network - APSHRMnet.
The idea to establish this Network was born in Cape Town (South Africa) during the International Public Management Association for Human Resources (IPMA-HR) Conference in April 2007. Following the meeting in Cape Town, a selected group of human resource managers established a Working Group and met at various meetings organized by DPADM/UNDESA in Mbabane (Swaziland) in September 2007, in Kampala (Uganda) in April 2008 and finally in Accra (Ghana) in October 2008.
This workshop marks the culmination of the work of the UNDESA and a selected Group of Human Resource Managers of the African Association for Public Administration and Management (AAPAM), Ethiopia, Kenya, Lesotho, Malawi, South Africa, Swaziland, Tanzania, and Uganda to establish the network through which professional management of human resources in the public sector in Africa can be institutionalised to sustain capacity development.
