H.E. Mr. Atangana Mebara (Cameroon)

H.E. Mr. Atangana Mebara is Minister of State, Secretary General, Presidency of the Republic Yaounde, Republic of Cameroon. Prior to that, he was Minister of Higher Education of Cameroon. At the same time he was appointed President of the Council of Ministers of the African Committee. After the Congress in Athens in July 2001, he became President of the International Institute of Administrative Sciences. From 1988 to 1990 he was Director of Economic and Technical Cooperation of the Ministry of Planning. From 1991 to 1993 he was the Chief of the Division for Economic Affairs of the Office of the Prime Minister. From 1994 to 1997 he was Director of the Institute of Public Management of Cameroon. He has several publications to his credit, among them: "Education, Employment and Salary in Cameroon", "The relation between Education and Employment: Myth and Reality" and "The Privatization of the Public Service's Monopolies".
 

Ms. Marie-Françoise Bechtel (France)

Dr. Rachid Benmokhtar Benabdellah (Morocco)

Dr. Rachid Benmokhtar Benabdellah. In June 25, 1998 the Late King HASSAN II appointed him President of Al Akhawayn University. Prior to this appointment, he was Minister of Education from February 27th, 1995 to March 15th, 1998. He is the holder of Albert Einstein medal for Education and peace, Chevalier of the Ouissam Alaouite and Officer of the Legion of Honor of the French Republic. He is the President of the Moroccan Foundation for Man and Nature (FMNH). He is also a member of the World Bank Institute Advisory Council (WBI), member of Maroc-Telecom Board of trustees, member of the Advisory Group of the first Arab Regional Human Development Report of the United Nations Development Programme, and member of HOLCIM (former CIOR) Board of Trustees.
 

The Honourable Jocelyne Bourgon (Canada)

The Honourable Jocelyne Bourgon is Ambassador, Canadian Permanent Mission to the OECD, and the President Emeritus of the Canadian Centre for Management Development. In 1989 she was appointed to the rank of Deputy Minister. From 1989 to 1994 she was, in turn, Deputy Minister of Consumer and Corporate Affairs, Secretary to the Cabinet for the Federal Provincial Relations Office, President of the Canadian International Development Agency, and Deputy Minister of Transport. In 1994 she was appointed Clerk of the Privy Council and Secretary to the Cabinet. She was the first woman to hold this position. She served as Clerk of the Privy Council, Secretary to the Cabinet and head of the Public Service of Canada from 1994 to 1999. In December 1998, she was summoned to the Queen's Privy Council for Canada in recognition of her contribution to the service of her country. She is an active member of various advisory boards including the Commonwealth Association for Public Administration and Management (CAPAM), Singapore Civil Service College, Canadian Unity Council, Heart Institute (University of Ottawa), National Council on Leadership, Forum of Federations, the Public Executive Program (Queen's University), University of Ottawa, and Opera Lyra Ottawa.
 

Dr. Luiz Carlos Bresser-Pereira (Brazil)

Dr. Luiz Carlos Bresser-Pereira is currently Professor of Economics at Getúlio Vargas Foundation in São Paulo, since 1959; President of the Centro de Economia Política and editor of the quarterly Brazilian Journal of Political Economy, since 1980; President of the Scientific Council of CLAD - Consejo Latinoamericano de Administración para el Desarrollo, since 1998; and Assistant to the President Fernando Henrique Cardoso for international affairs related to social democracy and progressive governance. Since August 1999. He was Honorary Professor of the University of Buenos Aires, 1996; Visiting Professor at the École d'Hautes Etudes en Sciences Sociales, Paris, January-February, 1990 and September-October 1993; and Visiting Professor at the Institut du Développement Economique et Social (IEDES), University of Paris I (Sorbonne), September 1977-February 1978. He was Minister of Science and Technology (Cardoso Administration), January 1 - July 21, 1999; Minister of Federal Administration and Reform of the State (Cardoso Administration), 1995-1998; and Finance Minister (Sarney Administration) April 29 to December 18, 1987.
 

Mr. Petrus Compton (Saint Lucia)

Mr. Petrus Compton presently serves in the Cabinet of Ministers of Saint Lucia in the Office of the Attorney General and Minister of Justice. Prior to this, he was the Attorney General and Minister for Public Service. He is a graduate of the University of the West Indies and the University of Warwick, where he received the degrees of Bachelor of Laws (Hons) and Master of Laws respectively. He also holds a B. A. degree. He was integrally involved in the proposed Reform of the Public Sector in Saint Lucia.
 

Dr. Giuseppe Franco Ferrari (Italy)

Dr. Giuseppe Franco Ferrari received his law degree from Pavia University Law School (1972) and a Ph.D. in public law from the Catholic University, Milan (1975). He has taught public law, constitutional law, and public comparative law at the Catholic University, Milan; the University of Teramo; the University of Pavia, and Bocconi University of Milan, where he is presently, since 1999, Professor of public comparative law.
 

Ms. Geraldine Fraser-Moleketi (South Africa)

Ms. Geraldine Fraser-Moleketi is currently the Minister for Public Service and Administration of South Africa (since June 1999). She previously served as Minister for Welfare and Population Development (1996-1999); Deputy Minister for Welfare and Population Development (1995-1996); and Co-Deputy Elections Coordinator of the National Elections Commission of the African National Congress (1993-1994). She has been a Member of Parliament from 1994 to date. She is a member of the National Executive Committee of the African National Congress of South Africa and a member of the Commonwealth Association of Public Administration and Management Board (CAPAM), as well as the Chairperson of the Innovation Committee of CAPAM. She was awarded a fellowship to Harvard University, Institute of Politics, Kennedy School of Government, which focused on policy analysis and investigated comparative aspects of national constitutions.
 

Dr. Werner Jann (Germany)

Dr. Werner Jann.  Since 2001 he has been President of the European Group of Public Administration (EGPA). Since 1993 he has been university professor and holder of chair for Political Science, Administration and Organisation at the University of Potsdam. His studies were in political science, mathematics and economics at FU-Berlin and University of Edinburgh, Scotland; Dipl.Pol. (FU-Berlin 1976). He was research fellow and assistant professor at the Postgraduate School of Administrative Sciences Speyer; Dr. rer. publ. (Speyer 1982); Congressional Fellow and Legislative Assistant in the House of Representatives, Washington, D.C.; research fellow University of California, Berkeley; Habilitation for Political Science and Administrative Science (Speyer 1989); civil servant (director of think-tank "Denkfrabrik") in the Prime Minister's Office in Kiel (1989-1993). He has had publications in the field of Comparative Public Policy and Administration, Administrative Culture, Modernization of the Public Sector and Public Governance.
 

Dr. Barbara Kudrycka (Poland)

Dr. Barbara Kudrycka is a Rector of the Bialystok School of Public Administration and Professor at the School of Law, Bialystok University, Poland. She hold a Ph.D (1985) and venia legendi (habilitation) (1995) in administrative law and public administration from Warsaw University, School of Law and Administration. Dr. Kudrycka is a member of the Steering Committee of the Network of the Institutes and Schools of Public Administration Central and Eastern Europe (NISPAcee) and Vice-President of the Polish Association of Public Administration Education. She received awards from British Council and NATO. She has been chairperson of the special commission mandated to develop the civil service code of ethics in Poland as also Rapporteur of the Workshop III "The Changing Position and Status of Civil Servants" at the Twenty-fifth International Congress of Administrative Science (IIAS).
 

Mr. Gonzalo D. Martner Fanta (Chile)

Mr. Gonzalo D. Martner Fanta estudió economía en la Universidad de París I Panthéon-Sorbonne y se doctoró en la Universidad de París X Nanterre. Entre 1990 y 1994 fue Subsecretario de Desarrollo Regional y Administrativo del Ministerio del Interior. Desde 1994, profesor titular de la Facultad de Administración y Economía de la Universidad de Santiago de Chile. Ha sido secretario general y vicepresidente del Partido Socialista. Desde marzo del 2000 al 14 de enero del 2002, se desempeñó como Director de Coordinación Interministerial del Ministerio Secretaría General de la Presidencia. Actualmente es Subsecretario del Ministerio Secretaría General de la Presidencia.
 

Dr. Kuldeep Mathur (India)

Dr. Kuldeep Mathur is presently Professor at the Centre for Political Studies and Academic Director of the Center for the Study of Law and Governance at the Jawaharlal Nehru University. From 1994 to 1997 he was Director of the National Institute of Educational Planning and Administration. From 1993 to 1994 he was Rector of the Jawaharlal Nehru University. From 1978 to 1990 and in 1999 he was Editor of the Indian Journal of Abstracts and Reviews Political Science. From 1997 to 2000 he was Convenor of University Grants Commission Panel on Political Science and Public Administration. In 1986 he was Member?Secretary of the Third Periodic Review Committee of Indian Council of Social Science Research. In 1983 he was Member of the Asian Development Bank (Manila) Mission on Evaluation of Technical Assistance to Project Related Activities of Bank funded projects in several Asian Countries. From 1979 to 1980 he was Consultant of the United Nations Asian and Pacific Development Centre, Kuala Lumpur, for the preparation of cross-country studies on Monitoring and Evaluation of Rural Development Programmes in Asia. From 1976 to 1977 he was Consultant of the United Nations Asian and Pacific Development Administration Centre, Kuala Lumpur for the preparation of cross-country studies on policies and implementation of Land Reforms in Asia.
 

Mr. Bechara Merhej (Lebanon)

Mr. Bechara Merhej is a Member of Parliament, who has previously held the positions of Minister of State for Administrative Reform, Minister of the Interior, Counselor to the Prime Minister for Arabic Relations and Chairman of Human Rights and Bylaws in the Parliament. He holds a B.A. (Economics) from American University of Beirut. He was a Professor at Al Farouk Omar Bin Khattab, Tarik Jedideh in Beirut and editor of the Education Supplement and the Economic Supplement of the Lebanese Al-Anwar daily newspaper.
 

Prof. Jose Oscar Monteiro (Mozambique)

Prof. Jose Oscar Monteiro.  A law graduate, he has a Master of Arts in African Studies, University Paris I (Panthéon-Sorbonne), and has lectured in the Faculty of Law at University Eduardo Mondlane. He set up the degree of Public Management at the same University, and is currently a Visiting Professor, at the Graduate School of Public and Development Management (P&DM), Faculty of Commerce Law and Management, University of the Witwatersrand, Johannesburg. He advises the Ministry of Public Administration, the Ministry of Higher Education, Science and Technology, the Public Service Reform Unit and currently chairs the Establishment Committee for the training system of Higher Education for civil servants in Mozambique. He has acted as Special Advisor to the Special Representative of the Secretary General of the United Nations for the Peace Process in Mozambique and chaired the Steering Committee of the first two National Human Development Reports, Mozambique, 1999 and 2000, and the Steering Committee of the first Regional Southern Africa Report, 2000-2001, UNDP.

Prof. Akira Nakamura is the Dean of the Graduate School of the Meiji University. Mr. Jaime Rodriguez Arana Munoz (Spain)
Mr. Jaime Rodriguez Arana Munoz is a Doctor in Law and Professor of Administrative Law at the University of La Coruna. He also heads the editorial board of the Journal of Administrative Documentation and the Journal of Public Policy Analysis and Management, and runs the Ibero-American Journal of Public Administration. He is also a member of the Board of Directors of the Latin American Centre of Administration for Development, of the Board of Directors of the International Institute of Administrative Science, and is a member of the Scientific Board of the European Institute of Public Administration, and also of the Ibero-American Organization of Inter-municipal Cooperation.He has been the Director of the National Institute of Public Administration and Vice President of the International Association of Judicial Methodology, a national Member of Parliament for the province of La Coruna, Sub-Secretary of the Ministry of Public Administration, President of the Foundation International Institute of Public Administration, Director of the Galician School of Public Administration, Director of the Canary Island Institute of Public Administration, Director of the Department of Administrative Law at the University of La Laguna, Judge of the Canary Island High Court of Justice and a member of the Commission of Experts for the Reform of the Senate. He has gained the following awards: Deacon Raimundo d'Abadal from the Barcelona College of Lawyers and Deacon Zarate y Penichet for judicial research from the Santa Cruz de Tenerife College of Lawyers.
 

Mr. Dennis Rondinelli (United States)

Mr. Dennis Rondinelli is Glaxo Distinguished International Professor of Management at the University of North Carolina's Kenan-Flagler Business School. Prior to joining the University of North Carolina, he was principal research scientist and senior policy analyst in the Office of International Programs at the Research Triangle Institute. He was also a professor at the Maxwell School of Citizenship and Public Affairs at Syracuse University and has held faculty positions at the Graduate School of Management at Vanderbilt University and at the University of Wisconsin, Milwaukee. He also served as a Senior Fellow at the Technology and Development Institute of the East-West Center in Honolulu. In addition, he has served as an advisor, consultant, or expert to the U.S. State Department's Agency for International Development, the World Bank, the Asian Development Bank, the Canadian International Development Agency, the International Labour Office, the United Nations Development Program, and to private corporations.
 

Mr. Otton Solis-Fallas (Costa Rica)

Mr. Otton Solis-Fallas is an economist with first degrees from Costa Rica and postgraduate degrees from the University of Manchester (UK). He has done teaching work at Manchester and Reading Universities in the UK and several Costa Rican universities, including the United Nations University for Peace. He is a member of the University Board of the Open University of Costa Rica. He has been a researcher at the Sustainable Development Research Centre, University of Costa Rica. He has been a thesis tutor at the University of Costa Rica and the University of Manchester (UK). He has done work as an economist in the Central Bank of Costa Rica, a development regional authority, the Planning and Economic Policy Ministry, and as a consultant for ECLA, UNDP, SIDA, OAS, etc. He has served as Minister, Congressman, Central Bank board member and chairman of congress committees related to public sector reform. He was the co-founder and presidential candidate of the Citizens Action Party. He has served as President of the Interamerican Economic and Social Council of the Organisation of American States.
 

Ms. Patricia Sto. Tomas (Philippines)

Ms. Patricia Sto. Tomas is currently Secretary (Minister) for Labor and Employment (Feb 2001 to present), with concurrent positions in a number of agencies. She served as Chairman of the Civil Service Commission (1988-1995); Administrator, Philippine Overseas Employment Administration (POEA), Department of Labor and Employment (1982-1986); Assistant Secretary (Assistant Minister) for Human Resource Development, Department of Education, Culture and Sports (DECS) (January - June 1987); Undersecretary (Deputy Minister), Department of Labor and Employment (July 1987 - March 1988); and Executive Director, Institute for Labor and Manpower Studies, Department of Labor and Employment (1980-1982) She was President of the 89th Session of the International Labour Conference, International Labour Organization, Geneva, Switzerland, June 5-21, 2001. She was Professor of Public Administration, College of Public Administration, University of the Philippines from June 1995 to May 1996. She holds a Masters degree in Public Administration from Harvard University.

Dr. Borwornsak Uwanno (Thailand)

Dr. Borwornsak Uwanno is Secretary-General to the Cabinet. Prior to that, he served as Secretary General of King Prajadhipok's Institute and Professor of Public Law at Chulalongkorn University. He is also serving as Chairman of the Princess Maha Chakri Sirindhorn Anthropology Centre; Chairman of the Audit Committee of the Ministry of Justice; member of the Audit Committee of the Central Bank of Thailand; member of the Audit Committee of the Eastern Water Resources Development and Management Public Company; member of the Council of State; member of the Law Reform Committee; member of the Law Commission for Development; chairman of the Board of Rajabhat Thonburi Institute; member of Chulalongkorn University Council; member of Silpakorn University Council; member of the Prince of Songkla University Council; member of the Police Academy Council; member of the National Health System Reform Committee; member of the Small and Medium Enterprise Committee; Member of the Board of Directors, Provincial Waterworks Authority; member of the Board of Directors, Metropolitan Waterworks Authority; member of the Board of Directors, the Eastern Water Resources Development and Management Public Company; and lecturer of Constitutional Law at the Thai Bar. He has formerly been Dean of the Faculty of Law, Chulalongkorn University; Senator; Secretary and Rapporteur of the Drafting and Scrutiny Committee of the Constitution Drafting Assembly; Deputy Secretary General to the Prime Minister; Policy Advisor to the Prime Minister; Advisor to the Parliament; Expert of the Committee on the House of Representatives; and member of the Committee on Administrative Reform.
 

Mr. Wang Xiaochu (China)

Mr. Wang Xiaochu is Vice-Minister of Personnel of the People's Republic of China. He is a Board Member of the Chinese Society of Public Administration. From 1996 to 2003, he served successively as Deputy Director-General, Acting Director-General and Director-General of the Department of International Exchange and Cooperation of the Ministry of Personnel. He was the Executive Director of the Organizing Committee of the 3rd International Conference of Administrative Sciences co-sponsored by the Chinese government and IIAS in Beijing, 1996. From 1998 to 2000, he was the Lead Shepherd of the Human Resources Development Working Group of Asia-Pacific Economic Cooperation. He organized and chaired the 19th, 20th, 21st and 22nd Working Group meetings, and co-chaired the Planning Committees of the 3rd (Washington, DC, United States, 1998) and 4th (Kumamoto, Japan, 2000) APEC Ministerial Meetings on Human Resources Development. He was the Executive Director of the Organizing Committee of the APEC High Level Meeting on Human Capacity Building (Beijing, 2001). From 1993 to 1996, he worked at the Chinese Mission to the United Nations in New York as a Counselor. He was a member of the Chinese delegation from the forty-seventh through fiftieth sessions of the General Assembly of the United Nations and representative of China to the Fifth Committee.
 

Mr. Volodymyr Yatsuba (Ukraine)

Mr. Volodymyr Yatsuba is Head of State Administration of the Dnipropetrovs'k oblast of Ukraine. By presidential decree N 377 of 30 May 2001, Mr. Yatsuba was appointed State Secretary of the Cabinet of Ministers of Ukraine. Previously, since December 1998, he was first Deputy Minister of the Cabinet of Ministers and first Deputy Government Secretary of the Cabinet of Ministers. In March 1995 he became first Deputy Head of the Administration of the President. In August 1994 he worked as Deputy Head of Territories Department in the Administration of the President. From 1990 to 1994 he was National Deputy of Ukraine of 12th convocation. In November 1990 he was elected the head of the Dnipropetrivsk City Council of National Deputies.
