人民网北京3月27日电 (记者盛卉) 《2012年联合国电子政务调查报告:面向公众的电子政务》(中文版)于3月26日在北京正式发布。该报告对联合国193个成员国政府近两年的电子政务发展进行了评估并进行排名,韩国、荷兰、英国名列前三甲。中国在电子政务的整体发展中稳步前进,排名第78位。该报告是是唯一的全球范围的电子政务调查报告,此次中文版的翻译工作由联合国经济和社会事务部公共行政和发展管理司首次授权国家行政学院电子政务研究中心负责完成。
“如今是社交媒体(如微博等)迅速崛起的时代。特别是亚洲地区和太平洋地区的社交媒体获得了史无前例的发展,成为这两个地区网络使用的主要方式。”报告指出,在逐渐提高公众对电子政务的使用率方面,社交媒体拥有很大的潜力。如何有效地利用社交媒体带来的机遇已经成为一个重要的公共服务议题。社交媒体为政府提供信息和公共服务创造了新的渠道,同时也能实现服务效益的最大化。报告建议,政府部门要利用社交媒体提高公共服务的质量,降低成本,增加政府透明度。
报告认为,中国电子政务发展指数排名第78位,“这是不小的壮举”。中国政府在促进信息公开方面取得了显著成效,通过提供综合性信息、更多的跨部门综合性服务以及政府官员与公众更多的互动,中国政府提高了官方门户网站的质量。
2012年的调查结果显示,根据电子政务发展的四个阶段,即初始阶段、强化阶段、业务办理阶段和一体化阶段来看,各国正处于不同的电子政务发展阶段。大多数国家目前尚处于初始阶段和强化阶段,而能达到业务办理阶段或一体化阶段的国家仍是少数。
从2001年起,联合国经济和社会事物部对联合国成员国家的电子政务进程进行调查,并发布年度电子政务调查报告,以帮助各国更好的了解全球电子政务发展现状、了解各国电子政务相对其他国家所处的位置,为各国决策者在推动综合性、可持续性的电子政务政策和项目提供决策参考。从全球范围来看,电子政务已经成为世界各国和地区经济社会发展的重要推动力量。
