Russia moved up to the 30th position from the 63rd (33 points), Kazakhstan β from the 91st up to the 78th (13 points). βIt demonstrates that among the Customs Union member states Belarus has showed the highest development growth in IT infrastructure over the last two years,β the ministry said.
The United Nations E-Government Survey 2012: E-Government for the People was published by the UN Department for Economic and Social Affairs. The report examines the institutional framework for e-government. The survey provides information on more than 190 countries.
E-government development is a composite index that consists of three indicators that describe the extent and quality of online services, the level of development of telecommunications infrastructure and human capital.
In the study all countries were divided into several regions. Belarus was classified as Eastern Europe.
As in other parts of Europe, all countries of Eastern Europe improved their e-government development in 2012, advancing the sub-regional average by 16% even though they could not maintain their rankings, except for Belarus and the Russian Federation. All in all, Belarus improved its positions by three points finishing 61st out of 193 countries.
