The report relies on various indexes - the "Online Services Index" which measures the quality of e-Government for users, the "Human Capital Index" measuring levels of literacy and school enrollment and the "Infrastructure Index" which assesses the penetration rate of landlines, mobile phones and Internet subscriptions.
According to a release from the Ministry of Industry, Trade and New Technologies, Morocco was among the countries to show the most significant growth in the Online Services Index – an eGovernment services ranking, receiving a score of 0.5425, far ahead of South Africa (0.4575), Turkey (0.4641) and Tunisia (0.4771). India (0.5359) and Ireland (0.5359) ranked just behind Morocco. With the release of these results, Morocco has shifted from the 104th place in the last rankings (January 1st 2010) to 56th place. This unprecedented progression was made possible thanks to the e-Government plan initiated under the "Maroc Numeric 2013 Plan" initiated on October 10, 2009.
