Opened by the Prime Minister of Mongolia and organized in the parliament house, the event hosted the presentations and discussions on the Mongolian Government’s new vision for information, post, communications and technology for 2021, presentations by government and business leaders from Mongolia, Korea and Japan, and by international experts and practitioners from United Nations University (UNU), International Telecommunication Union (ITU) and Asia Development Bank (ADB). The speakers shared their experiences and insights on ICT development and adoption in the national and international contexts.
In his lecture, Dr. Janowski explained a global shift from Electronic Government – using ICT to transform the internal working of governments, to Electronic Governance – using ICT to transform the working of governments and their relationships with citizens, businesses and civil society, including a greater engagement of non-state actors in policy- and decision-making by governments, and in the pursuit of effective paths towards sustainable development and other public goals. He also complimented ICTPA on remarkable achievement of Mongolia in Electronic Government development, confirmed by its rapid ascent in the United Nations e-Government Survey from the position 82 in 2008 to 53 in 2010, among all 192 UN member states. Dr. Janowski also discussed with the leadership of ICTPA and the School of Information Technology at the National University of Mongolia future collaboration on Electronic Governance and information leadership research and education in Mongolia.
Marking the 90th anniversary of Information and Communication Technology (ICT) development in Mongolia, the National ICT Forum took place in Ulan Bator on 25-26 May 2011. At the forum, Dr. Tomasz Janowski, head of the UNU-IIST Center for Electronic Governance, delivered an invited lecture on Electronic Government for Sustainable Development.
