Government Unveils Plan to Reform Public Administration

Tibor Navracsics, Hungary’s deputy prime minister, on Tuesday unveiled the government’s new reform plans for public administration.

Navracsics said the plan, dubbed Magyary Zoltan Plan after an early-20th century civil servant and professor of public administration, would push through changes sought by governments since 1990, but never implemented.

The Magyary Plan sets out to further cut red tape for businesses, he said.

Navracsics, who is also Minister of Justice and Public Administration, said a new career path will be established for civil servants, including rules of remuneration and incentives, effective January next year.

The strategy calls for working out new unified ethical guidelines for civil servants by the end of August and an anti-corruption action plan will be drawn up by September, Navracsics added.

“The aim of public administration should be to help make Hungary one of the most flourishing, stable and progressive nations of Europe,” he said.

By the end of June 2012, a national unified card system is to be established which will cover ID cards, driving licences, student cards and health insurance cards.

Plans include putting a government task management system in place by the end of the year, and complete the monitoring and assessment of the system of foundations and public foundations.
