The Prime Minister instructed relevant agencies and ministries yesterday to speed up the issuance of legal documents guiding the implementation of laws recently approved by the National Assembly.

At the monthly cabinet meeting yesterday, PM Nguyen Tan Dung said that while these legal documents had improved in quality, many of them did not reflect reality and were not feasible.

On January 1, the Government is expected to issue at least 100 legal documents to guide the implementation of 18 new laws.

The PM instructed all relevant agencies to meet the deadline for the issuance of these legal documents and consider public reaction before building or amending laws.

At the meeting, the PM also agreed to delay the introduction of the draft Law on Public Protest, which was scheduled to be presented to the Government within the first quarter before going to the National Assembly.

The Ministry of Public Security is in charge of building the draft law. The PM noted that the Constitution stipulated that the people have the right to protest but this has to be guided by a law, while currently it is only stated in a Government decree.

Minister of Planning and Investment Bui Quang Vinh said most ministries, sectors and localities were actively working on fulfilling the tasks in Resolution 19, issued in March with the goal of improving the business environment and national competitiveness. These include streamlining procedures, shortening the time to start new businesses and reforming tax payment procedures.

Viet Nam rose two spots in the World Economic Forum's Global Competitiveness Report 2014-15, ranking 68th out of 144 countries.

The Government will issue an administrative reform index measuring the progress of ministries, sectors and localities starting in early 2015.

PM Dung also noted the need to apply technology in government activities to increase transparency and reduce costs and time.
