After a long difficult spell, a review of postal service reform has begun to move toward reality. The Democratic Party of Japan, the Liberal Democratic Party and New Komeito have reached a broad agreement to revise the Postal Privatization Law in the current Diet session. The planned revision is aimed primarily at restructuring the Japan Post Group from the current five-company system into a four-company setup.
The privatization of postal services under the administration of Prime Minister Junichiro Koizumi resulted in vertically segmented operations because of the split-up of postal services under the 2005 law into the five separate companies.
Some post offices, which are run by Japan Post Network Co., have been unable to deal effectively with inquiries from customers about delays in mail delivery because mail delivery operations are undertaken by a separate company, Japan Post Service Co. Dissatisfaction has been mounting among postal service users, who complain that postal privatization has inconvenienced users.
