THE Gillard government is putting an extra $1.75 billion on the table for the states in a bid to overcome skill shortages.
In return, the states and territories will have to adopt reforms such as the harmonisation of courses across Australia.
Skills Minister Chris Evans is describing an announcement on the initiative later today as "a major reform package".
"It is designed to make sure we meet the skills shortages and also give every young Australian the chance to get training," he told ABC Radio.
The system now was not training enough people with the skills the economy needed, Senator Evans said.
A report to be released on Monday, titled Skills for all Australians, will reveal huge shortages of skilled labour in the mining, health and aged-care sectors.
"It shows unskilled jobs are a thing of the past," Senator Evans said.
Finance Minister Penny Wong admits the extra funding is not "new money".
"It has been provisioned in the (budget's) forward estimates," she told ABC Radio.
However, an announcement later on Monday by Prime Minister Julia Gillard would be the first time the details of how the money will be spent have been revealed.
