MANILA, Philippines — About 1,000 out-of-school youth (OSY) in Pasig City will have a chance to earn money this summer under the local government’s Special Program for Employment of Students (SPES) program.
Pasig City Mayor Robert “Bobby” Eusebio welcomed the 1,000 beneficiaries of the SPES-OSY 2012 Program as part of the city government’s innovative employment for education program that encourages young Pasigueños to go back to school, finish their studies and become productive citizens.
The Pasig Employment Service Office (PESO), which oversees the SPES-OSY Program, said the project aims to instill good work habits and social skills through positive work experience and public interaction. The special agreement between the city government and beneficiaries emphasizes the commitment of the beneficiaries to resume their studies to qualify for the SPES-OSY Program.
Under the program, out-of-school youth beneficiaries will be working in various city departments and national offices and will receive the equivalent salary of a casual government worker.
The city government will shoulder 60 percent of the SPES-OSY salary while the Department of Labor and Employment takes care of the remaining 40 percent.
The beneficiaries, according to PESO, will be assigned to the lead departments and offices that are tasked to implement LGU's commitment to a safe, healthy and clean Pasig Green City by doing computer work, clerical functions, fieldwork, survey and census, drafting work for engineering students, gardening and other environmental projects and will even do community work by helping educate indigent street children through tutorial lessons and be a part of the city’s Kalusugan Patrol Program.
The SPES program is mandated under Republic Act 9547 or "An Act To Help Poor But Deserving Students Pursue Their Education By Encouraging Their Employment During Summer and/or Christmas Vacations, Through Incentives Granted to Employers, Allowing Them to Pay Only Sixty Per Centum of Their Salaries or Wages and The Forty Per Centum Through Education Vouchers To Be Paid By the Government, Prohibiting and Penalizing The Filing of Fraudulent and Fictitious Claims, and For Other Purposes."
Under this law, the Secretary of Labor and Employment is designated program Director of the SPES.
The objective of the SPES is to develop the intellectual capacities of children of poor families and harness their potentials for the country's well being. Specifically, the Program aims to help poor but deserving students pursue their education by providing income or augment their income through encouraging their employment during summer and/or Christmas vacations.
The SPES, according to DoLE, is open to all qualified high school, college or vocational students or dropouts and interested employers.
