The interim Prime Minister Frank Bainimarama has already said that the new constitution will lower the voting age from 21 to 18, and remove ethnic-based voting.
However, he says all other aspects of the document will be open to negotiation.
The Citizens' Constitutional Forum's chief executive Officer, Reverend Akuila Yabaki, told Radio Australia's Pacific Beat that he welcomes some of the reported changes.
He has called for wide consultation with the public before the constitution is finalised.
"All issues, no matter how contentious should be open to discussion during the constitutional development process," he said.
"And we're talking about process and it should include political parties that have been silenced, business sectors, academics, men and women; youth should be mentored or helped to understand their role in the new era."
For more than 10 years, the Citizens' Constitutional Forum has been involved in community education and advocacy on Fiji's constitution, democracy, human rights and multiculturalism.
