Kazakhstan: Measures to Prevent Labour Disputes Developed

The National Welfare Fund of Kazakhstan Samruk Kazina has developed systematic measures to prevent labour conflicts such as in Zhanaozen, chairman of the fund Umirzak Shukeyev said at the VII International Conference on Human Resources.

"First, it is necessary to restore the hierarchy of human resource management services, to build a system of accountability and control. Secondly to unify the administrative staff's management tools. Third, to intensify efforts to study the degree of satisfaction and thresholds to indentify potential conflict situations," Mr Shukeyev said.

He noted that, in the early years of Kazakhstan's independence, the priority was to improve workers' wages, but the demands of recent years have meant their being modified. A change in the wage structure, strengthening of the social package to improve conditions, safety and the non-discrimination of national staff are required now. In addition the expectation of administrative personnel must be taken into account

"Ignoring these challenges can lead to problems in the management system. Why can the current system not cope? It is first and foremost the lack of adequate mechanisms and procedures for solving labour disputes and poorly developed institutional arrangements. There are no units in the socio-labour relations and trade unions that do not have a strong enough position," Mr Shukeyev said.

Mass riots hit Zhanaozen on Dec.16, killing 16 and injuring more than 100 people. Buildings and cars were burned and the property of individuals and legal bodies were destroyed. Kazakh President Nursultan Nazarbayev declared a state of emergency in Zhanaozen until Jan.31.
