Uzbek President Approves ‘Year of Family’ State Programme

Uzbek President Islam Karimov has approved the 'Year of the Family' state programme.

The programme was adopted to strengthen and develop the institution of the family as the foundation of society, to raise the profile of all the work done to strengthen the legal and socio-economic protection of families, especially the young to a qualitatively new level, the preamble of the document said.

It was reported earlier that President Karimov proposed to declare 2012 as the 'Year of the Family' in December last year during a speech at the ceremonial meeting devoted to the Day of Uzbek Constitution.

About 4.4 trillion soums and more than $370 million are planned to be allocated from all sources of financing to implement the programme this year.

About 60 per cent of the funds allocated fall to the states, 25 per cent to loans of commercial banks and about 15 per cent as own funds of the principal investigators. More than $360 million is planned to be drawn from international financial institutions and donor countries.

The main directions of the programme are the improvement of the legislative and regulatory framework given modern requirements and to further strengthen the public's attention to this issue.

A separate direction is to provide young families with legal and social protection and to render broad financial and moral support, including housing, necessary privileges and preferences.

Particular emphasis is made to resolve the problems and needs of families, especially the poor, to render material assistance and social support in the upbringing of children and to create decent social conditions, with particular emphasis on women who carry the main burden of strengthening the family.

Much attention will be given to further improving the health of the family, motherhood and childhood, in accordance with the principle of healthy mother, healthy child, as well as enhance the role and importance of the family in the future development of the spiritual foundations of society and to strengthen national values.
