The House of Representatives on Thursday passed a bill to reduce the salaries of public servants by an average of 7.8 percent for two years from fiscal 2012.
The bill was sent to the House of Councillors for deliberation later the same day. The bill is expected to be passed into law within the month.
The government will use the 580 billion yen saved through the salary cuts for the reconstruction of areas hit by the Great East Japan Earthquake.
The bill was passed in the lower house's plenary session by a majority vote, with the Democratic Party of Japan, the Liberal Democratic Party and New Komeito approving the bill.
The bill on the special measures was jointly submitted to the lower house by the three parties based on a prior agreement.
The 7.8 percent salary cut, to be conducted in fiscal 2012 and 2013, includes an average 0.23 cut recommended by the National Personnel Authority for fiscal 2011, which will be effective retroactively from last April.
A salary cut for Self-Defense Force personnel will be delayed for up to six months, due to their contributions to the post-disaster reconstruction effort. For local government officials, the three parties have added a supplementary provision to the bill, urging local governments to deal with salary cuts appropriately and on an autonomous basis, with regards to the spirit of the law.
Salaries of prosecutors and judges will also be cut based on related bills.
Prior to the plenary session, the lower house's Internal Affairs and Communications Committee approved the bill by majority vote with the DPJ, LDP and Komeito voting for the bill.
