The government on Friday adopted relevant bills for civil service reform at a cabinet meeting, featuring an average annual wage cut of 7.8% until March 2014. If implemented in July, the government plans to allocate some 200 billion yen in expected reduction for the current fiscal year through March for the reconstruction of areas devastated by the March 11 earthquake and tsunami.
It remains unclear, however, whether the bills will be enacted smoothly as political unrest is expected after Prime Minister Naoto Kan expressed his intention to step down once he makes progress in containing the nuclear emergency and the reconstruction of disaster-hit areas.
The bills also allow government officials to negotiate their wages and working hours, while abolishing the National Personnel Authority and its annual salary recommendation system.
A new government agency and bureaus will be created to handle labor negotiations and supervise personnel affairs involving national government officials.
