The government is set to delay its drafting work for social security reform as Prime Minister Naoto Kan has been forced to focus on the response to the March 11 earthquake and tsunami, government sources said Thursday.
A government panel, headed by Kan, was to compile by the end of this month a reform plan for the nation's welfare services, the costs of which are swelling. Due to the disaster, however, the panel will postpone the drafting work until May or later, the sources said.
The panel is also working on comprehensive tax reform to finance the social security system amid the aging of the population.
Economic and fiscal policy minister Kaoru Yosano, who presides over relevant discussions, aims to present a package of welfare and tax reform plans in June for deliberations with opposition parties.
The planned tax reforms have drawn attention as Yosano supports raising the consumption tax rate from the current 5 percent, an idea that is unpopular with voters and could have a negative impact on the economy.
The panel's work has been delayed because it has been unable to hold plenary sessions since the natural disaster.
