The central government plans to reconstruct infrastructure on behalf of local governments in areas severely hit by the March 11 earthquake and tsunami in view of the scale of destruction and as some local authorities have lost their administrative functions due to the disaster, government sources said Thursday.
The Land, Infrastructure, Transport and Tourism Ministry and the Agriculture, Forestry and Fisheries Ministry will propose to the Diet by the end of April a special law to authorize the state to work on projects normally under the control of prefectural and municipal governments, the sources said.
The law would allow the central government to engage in the reconstruction of ports, coastlines, rivers and roads, which is normally conducted by prefectural and municipal governments, and the rebuilding of fishing ports, sand erosion control and measures to prevent landslides and the collapse of steep terrain, usually conducted by prefectural governments, they said.
Under the special law, prefectural governments would be able to conduct work on sewage systems, normally administered by municipalities, they said.
The central government normally provides financial support to local governments for post-disaster restoration efforts. This time as well, it will shoulder around 99 percent of reconstruction costs, but the special law would additionally allow it to offer personnel and technical assistance so as to achieve a quick recovery, the sources said.
The state would act on behalf of local governments upon their request and if the requested work warrants its involvement. The law would target not only work to reconstruct disaster-hit infrastructure but also new construction to prevent future disasters.
