Papua New Guinea's electoral commission is planning a campaign next month to get the electoral role up to date in time for next year's poll.
Electoral Commissioner, Andrew Trawen, says the roll contains flaws and is inconsistent.
Sometimes names appear twice, and on occasion, names, ages and genders are incorrect.
Mr Trawen says most of the problems are in the Highlands.
"The way to go is for us to go back to the people and try to improve the roll by sitting down with the villages, local level government and ward members and try to identify everybody in that ward.
"From there we may have a credible roll," he said.
