The Indian government Wednesday reshuffled its cabinet, inducting some new faces while elevating some junior ministers who were administered the oath of secrecy by President Pratibha Patil at a ceremony at Rashtrapati Bhawan. The reshuffle, which is the first since the Congress-led UPA government came to power in May 2009, was seen as an exercise to boost its image battered by corruption and inflation. While junior ministers Salman Khursheed, Praful Patel and Shriprakash Jaiswal have been promoted as cabinet ministers, getting the portfolios of water resources, heavy industries and public enterprises and coal respectively, the new faces include Beni Prasad Verma, Ashwani Kumar, and K.C. Venugopal. Verma has been made minister of state (Independent charge) in the steel ministry, Kumar minister of state planning and parliamentary affairs and the science and technology and earth sciences ministries, while Venugopal minister of state power ministry.

However, no minister has been dropped from the cabinet and the country's top four ministers, after Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee, Home Minister P. Chidambaram, External Affairs Minister S.M. Krishna and Defense Minister A.K. Antony retained their respective ministries. Meanwhile, senior Minister Sharad Pawar has shed the Consumer Affairs and Food and Civil Supplies portfolio, retaining the Agriculture Ministry. He also got the additional charge of Food Processing Industries. Urban Development Minister Jaipal Reddy has been shifted to the Petroleum and Natural Gas Ministry, while Kapil Sibal has retained Telecom and Human Resources Development ministries, losing the Science and Technology portfolio.

But, Sports Minister M.S. Gill has been moved to Statistics and Program Implementation. Ajay Maken, who will be a new entrant as Minister of State (Independent charge), will take over the Sports and Youth Affairs portfolio. After the budget session in May, the second reshuffle is expected to take place. By that time, results of the assembly elections in the eastern state of West Bengal, southern state of Kerala, northeastern state of Assam and southern state of Tamil Nadu will emerge, giving the party clarity on its equations with its regional allies. "This is a minor reshuffle and after Budget session of Parliament, we will do a more expansive exercise," the prime minister told the media in the national capital.
