TOKYO, Jan. 12 (AP) - (Kyodo)—A record-high 1.41 million households were living on welfare as of October last year, up 9,400 from the previous month and 136,000 from a year earlier amid high unemployment, a government report said Wednesday.
The Health, Labor and Welfare Ministry survey showed that the number of welfare recipients also rose to 1.96 million, up 13,000 from the previous month and up 190,000 on a year-on-year basis.
The number of households on welfare has been steadily climbing since fiscal 1992, when the monthly average was 590,000.
The figures rose in recent years as people lost their jobs after the financial crisis triggered by the collapse of Lehman Brothers Holdings Inc. in 2008, the ministry said.
The ministry has allocated 3.5 billion yen in fiscal 2011 budget for a program to help people on welfare get back to work. Under the program, welfare officials in local governments and state labor exchange officials would work together to assist people secure jobs and housing and to support themselves.
