Draft Paper Highlights Australia's Cloud Dilemma

The Australian Department of Finance and Deregulation has put up a draft paper on a proposed whole-of-government policy on cloud computing with suggested timeframes for adoption.

The draft paper—the Cloud Computing Strategic Direction—outlines the dilemmas of adopting cloud, such as the cost benefits, security concerns and interoperability.

But it also put together a timeframe for cloud adoption, estimating that services on private clouds can be provided in five years, while citizen information can be cloud-based within a decade or a private cloud within two years.

The document outlines three streams of work that are thought to “adequately resolve” issues standing in the way of government services transitioning to the cloud.

While the three issues were not stated, the three streams of work are outlined as follows:
Stream one—Provide agencies with guidance and documentation

Stream two—Encourage agencies to adopt the public cloud of unclassified government services and to undertake proof of concept studies to fully understand the risks of the cloud environment

Stream three— Encourage a strategic approach to cloud, a work dependent on greater clarity around projects commissioned under the Data Centre Strategy

While the strategy laid out is only in draft form, the Australian Government Information Management Office (AGIMO), does advise agencies against considering cloud services in isolation.

The paper states: “Agencies need to recognise that cloud computing is just one of the many sourcing models and will not necessarily be a replacement for all of their current sourcing models” and that “other related Australian government agendas, policies, strategies, frameworks and standards will affect an agency’s decision to move to a cloud environment”.

Since the paper wants to “explore the opportunities and impacts of cloud computing” until the end of January, the public, or “interested stakeholders” are invited to comment on the paper via email.
