Tonga's newly elected prime minister has officially finalised his new cabinet.
Lord Tu'ivakano has appointed only two other nobles, who will be responsible for land and agriculture.
He has also brought in two ministers from outside Parliament to handle public enterprises and education.
Two MPs from the Democratic Party, Akilisi Pohiva and 'Isileli Pulu have also been given portfolios.
Lord Tu'ivakano told Radio Australia the two MPs have accepted their seats, although he says Mr Pulu voiced concern about his qualification to sit in Cabinet.
"I had to remind him that we are politicians. In the past, the King normally will get somebody who qualified, like a doctor for health, or finance because he has a degree in that area," he said.
"Now in this new reform era, we are all politicians. Whatever is given to you, you should be prepared to do, because your CEO will do most of the work; what you do is policies."
Lord Tu'ivakano says the cabinet must represent the whole country, and criticised demands by the Democratic Party for more Cabinet seats.
"The so-called Democratic Party had an agenda - they had MOUs, and it was very difficult to choose what portfolios for those people."
If they had come individually representing their own constituencies, it would have been better because you are looking at a person's self, rather than you looking at a member of a party."
