The Australian government's paid parental leave scheme is open for business from today.

The Government's scheme to provide 18 weeks leave at the minimum wage will be available to new parents from today, although expectant families have been able to apply in advance for the past three months.

The new year also brings changes to youth allowance and Abstudy arrangements - the age of independence to qualify for the payments falls to 23.

The Government says about seven thousand students will benefit from the change.

Other Government benefits like the pension and carers allowance will also rise through indexation.

The new year also marks the start of uniform national consumer laws, and tougher regulations for credit providers.
