Azerbaijan to Hold Poll on Reforms in Justice and Judicial Systems

Azerbaijan will hold poll to determine population's attitude towards the reforms of the justice system and the judicial system.

The Azerbaijani government has received credit from the International Development Association to finance the project "Modernization of the justice system". A preliminary examination of the base type is envisaged for determining attitude of the population to some part of those funds allocated for the ongoing reforms in the justice system and court system, the Ministry of Justice said.

Opinions and judgments of the public, experts will be assessed during the poll. Public attitude to the work of the judiciary and the judicial system, especially its effectiveness (speed of decision making, justice, execution of court decisions, etc.), to transparency, professionalism of judicial employees and court, the current reforms in the justice system, judicial system and the existing achievements will be examined.

The Ministry of Justice invites consultants to participate in the competition and demonstrate their capabilities. Concerned consultants must provide information proving their ability to deliver services.

The consulting company should have the number of employees having at least a three-year practice of holding public inquiries in Azerbaijan or the practice of quantitative surveys involving 2,000 or more respondents.

It must have the ability to cover the desired geographical area needed to conduct polls in Baku and regions.

When choosing a preference will be given to those who have practical work in projects financed by international organizations.

It is recommended for experts, informed about the activities of the judiciary and the justice system to participate in the working group.
