A public symposium on Conflict, Security and Development: Lessons from Asia – Regional Challenges and Initiatives, was held at the ASEAN Secretariat today as part of a world-wide consultation for the 2011 World Development Report.
The symposium, co-organised by the ASEAN Secretariat, the Japan International Cooperation Agency (JICA) and the World Bank (WB), aims to provide an overview of the World Bank’s 2011 World Development Report (WDR), which is currently being drafted. The WDR – the World Bank’s annual flagship report – focuses on issues of conflict, security and development and aims to contribute concrete and practical suggestions to the international debate on how better to prevent and respond to conflict.
The issues that the WDR 2011 would cover include how conflicts can act as a barrier towards development and why there are many repeated cycles of violence including in cases where a peace settlement has already been signed; the linkages between different types of conflicts such as political conflicts and organised crimes; and increasing cross-border violence apart from terrorism. Other issues include the characteristics of a successful recovery from a conflict situation and the management of reform policies such as restructuring of local governments and the drive against corruption.
A panel discussion to review and reflect on lessons from the region to explore more effective and innovative approaches to promote peace and development featured H.E. George Yeo, Minister of Foreign Affairs of Singapore; Dr Surin Pitsuwan; Ambassador Wu Jianmin, Vice Chairman, Chinese Institute of Strategy and Management; and Ms Sarah Cliffe. Dr Jusuf Wanandi, Senior Fellow at the Centre for Strategic and International Studies in Jakarta, and Ms. Teresita (Ging) Quintos Deles, Executive Director, International Center for Innovation, Transformation and Excellence in Governance, Philippines, were also on the panel. The panel session was moderated by Mr Kenzo Oshima, Senior Vice-President of the Japan International Cooperation Agency.
A roundtable discussion on the WDR 2011 among invited experts was held earlier in the day preceding the public symposium. The two-day consultation ends tomorrow.
