Electronic Government (E-Government) essentially refers to the employment of information technologies and systems, communication technologies and other web-based telecommunication technologies to improve the efficiency of services delivery in the public sector and government agencies, and there are four main delivery models of e-government which are government to citizen, government to business government to employee and government to government.
The ultimate goal of the e-government is to be able to offer an increased portfolio of public services to citizens in an efficient and cost effective way and the main advantage while implementing electronic government will be to improve the efficiency of the current system (Paper based system). That would in return save money and time.
The introduction would also facilitate better communications between governments and businesses. On the other hand there are some disadvantages of e-government such as, the lack of equality in public access to the internet and reliability of information on the web.
In addition to the advantages and disadvantages mentioned earlier there are some potential implications of implementing and designing e-government, include disinter-mediation of the government and citizens, impacts on economic, social and political factors and vulnerability to cyber attacks.
After the Libyan Revolution the Ministry of communication and informatics proposed many initiatives to use technology to support government operations and to enhance the services provided to all citizens and businesses in Libya.
E-government is one of these initiatives to provide all government services electronically to everyone wherever they are and at all times using modern communication networks and information systems.
To ensure the success of the e-government initiative the Ministry has contracted with PricewaterhouseCoopers after they obtained the approval of the Prime minister and the audit Bureau, to develop a comprehensive strategy and to determine the roadmap for the implementation of the key elements of e-government, and according to the ministry the scope of work specified in the contract with PwC as follows:
- First stage: will be the evaluation stage, as they will evaluate the current situation and systems.
- Second Stage: the development of the strategic framework for E-government, including the vision, mission, strategic objectives, principles and values.
- Third stage: the Development of future reference designs for e-government, which includes infrastructure designs, inter-governmental applications, the common e-services applications, shared data and information, and electronic service delivery platform.
- Fourth stage: the development of the roadmap for the implementation of projects for e-government, in addition to risk management plans.
- Fifth stage: Governance of e-government project.
- Sixth stage: the Development of specifications booklets for projects of the e-government for the first two years.
- Seventh stage: the Development of strategic frameworks for e-commerce, e-learning and e-health programs.
- finally the Eighth stage: which includes Training, Project management, quality assurance and Change Management
Libya is still in the early stages of the process of designing and implementing an e-government plat-form that can deliver good services to citizen and businesses, and there are more challenges to face and more difficulties to overcome. These stages are very important and critical in the overall strategy of the e-government projects because, if insufficient or unclear, they could affect the whole process of implementing e-government.
