The technical advisory agreement of the General Authority of Manpower Register that was signed by the ITA with PriceWaterhouseCoopers aims to document and assess the current procedures in the authority, suggest new future plans to enhance the procedures, provide a comprehensive review of the basic infrastructure of the programmes and devices and prepare a technical future infrastructure in accordance with the national strategy of Oman Digital Community and e-Government.

The project mainly seeks to establish a comprehensive electronic system to manage the works of the national manpower and to meet the needs of the market in an easy technical way in co-operation with the different institutions. It is worth mentioning that the General Authority of Manpower Register was established by the Royal Decree No 98/2011 to issue a clear database of national manpower and to reinforce the planning of developing the human resources.

Dr Younis al Akhzami said that the agreement will facilitate the recruitment procedures, save time and efforts and will provide a variety of information about the real needs of the market and the number of job-seekers along with their qualifications and experience. “The recruitment procedures start with addressing the different bodies in the country (the administrative device units, military and private sector institutions) to nominate some job-seekers for employment in accordance to the rules of these bodies,” Al Akhzami said.

The register prepares initial lists of applicants in accordance to qualifications and activation of the data in the register. This is in addition to the applicant’s desire for the job revealed by a phone call from the authority to a person. The call centre checks the data of the applicants. Then the lists of candidates are sent directly to the different institutions to enable them to communicate with them. Al Akhzami assured that the institutions began the work on the previous mentioned system.

The job-seekers will also receive training programmes in the future to enable them to join the market. After completing the electronic linking with other institutions, it will be easier to follow up the applicants and their works. He emphasised that all the concerned authorities have without exception coordinated with the Authority after the issuance of the Royal Decree of establishing the Authority. Many institutions sent lists of their employees to the Authority so that it includes the data in its data base to make sure that the names in the lists are not within the groups of job- seekers.
On the other hand, these institutions request from the Authority to employ some job-seekers who meet the conditions and the qualifications required.
