He said good programmes were those that had a great deal of impact on the lives of the people, and added that public sector actors must ensure that they had the people in mind in all their programmes.
Professor Adams stated that a good monitoring and evaluation system was the basis for successful planning and budgeting. The challenge, he said, was how to link those key activities with the aspirations of the people.
He argued that in order to support the strategic shift towards results, the public services needed a strong and coherent monitoring and evaluation framework that promoted learning and performance measurement.
He said it was as a result of that that GIMPA, in collaboration with the Ministry of Finance and with financial assistance from BADEA, put together the training programme on monitoring and evaluation and capacity building for public sector workers.
Prof. Adams expressed GIMPA’s gratitude to BADEA and the Ministry of Finance for the opportunity granted it as the first local trainer in Ghana to be used by BADEA to train selected staff from the Ministry of Finance.
“GIMPA is optimistic that BADEA will extend such a collaboration to adopt the institution as one of its training hubs in Africa for public servants to enhance their competence to transform public service delivery across the continent,” he added.
