South Africa has lost 675 billion rands (about 68.8 billion U.S. dollars) due to corruption since the end of apartheid in 1994, according to the latest figures made available by the Institute for Accountability in Southern Africa.
The government has declared a war on corruption as a key priority, setting a target of sending 100 corrupt officials charged with amassing unlawful assets exceeding 5 million rands (about 510,000 dollars) to prison by 2014.
Sisulu told the National Assembly's portfolio committee on public service and administration that her ministry wants to appoint a high profile person to head the bureau.
While urging ordinary South Africans and Parliament to get behind the proposed bureau, Sisulu said there would be no shortcuts to tackle corruption in the public sector.
"It is only when we show the country that we are determined to deal with this scourge.. (will) we .. be able to create the necessary credibility, nothing else.. There are no shortcuts,"she said in remarks published by the Government Communication and Information System.
South Africa has an existing anti-corruption unit which had not proved successful because of a lack of capacity and the necessary legal authority, according to Sisulu.
The proposed bureau, which would replace the unit, would conduct investigations and institute disciplinary proceeding and work with existing law enforcement agencies, such as the SIU and NPA and the other related agencies such as Financial Intelligence Center (FIC) and Sars.
Criminal cases would be referred to law enforcement agencies.
The bureau would also provide technical assistance and advisory support to deal with disciplinary matters in the public administration, while ensuring that uniform standards for disciplinary standards are used across the public sector.
A case management system would allow officials to monitor the progress of cases to ensure that they are finalized speedily. So far, 604 officers have been trained to take up about 200 posts in the bureau which is expected to be operational later this year.
