The department of political science and public administration of the university last year won the fiercely competitive $50,000 consultancy bid that will also be used to produce a country report. The study is taking place in 45 selected African countries, including Tanzania.
The theme of this year’s study ‘Elections and Management of Diversities in Africa’ was picked by project owners, the UN Economic Commission for Africa (ECA) and the United Nations Development Programme (UNDP), based on the review of the first edition of AGR published in 2005 which covered 27 countries and the second edition in 2009 which covered 35 countries.
Drawn from diverse backgrounds and professional groups, the seven-member advisory body was tasked to, among other things, provide advice and inputs into the project on how best it could be accomplished; support the national research institution in the implementation of the project in making contacts and gaining access to relevant institutions, agencies and individuals that the institution may find challenging to meet.
The committee members who pledged integrity and diligence in advising and guiding the study, were Ms Maria Kashonda from Tawla—Chairperson, Mr Joseph Ibreck from the Christians Professionals of Tanzania—deputy Chairman and members Ms Mary Kinyawa from the Public Service Management, Ms Juliana Chitinka from Chama Cha Mapinduzi (CCM), Mr Julius Mtatiro from the Civic United Front (CUF), Ms Pazim Semili from TAMPRO and Ms Mary Ntira from the Ministry of Health and Social Welfare.
The three-month study will take place in eight selected regions of Urban west, Zanzibar; Kilimanjaro, Mtwara, Kigoma, Dodoma, Iringa, Kagera and Dar es Salaam and will employ three research instruments; expert opinion survey, focus group discussion and desk-based research.
In his opening remarks, core-research group member Dr Benson Bana said the main objectives of the project are the promotion of consensus on the concepts of good governance and the capable state in Africa.
Others are the provision of a mechanism for monitoring good governance while showcasing best practices for improving good governance by African countries and the formulation of progressive policies.
