Baloyi said he would make sure that all public servants rose to be the best the country had seen.

"When we employ people at government level, it is like we are fishing with a net instead of a rod. We will get more fish but sometimes we get branches. The branches can always be thrown back.

"We want to know where we have failed and we are asking businesses and academia to share their experiences with us."

Baloyi said that most labour and service-delivery strikes exploited the Constitution and their causes had to be addressed.
