“We are not creating structures because we want to but because there is a need that applies to all Provinces,” said the Minister.
The Organisational Development Process is a legislative framework entailing among others job grading and evaluation, splitting of departments, transfer of functions among departments as well as establishment and abolishment of departments and government components.
The structure also clarifies the reporting lines, authority delegations, responsibilities, chain of command and the span of control. Apart from the Organisational Development, Principles and Processes the Minister also presented the framework of the Special Anti Corruption Unit (SACU)which is currently a pilot phase until June 2011 when it will then operate as a fully fledged government component reporting to the Minister of Public Service and Administration.
A presentation of the SITA turn around strategy was also made.
The Minister has already visited the North West in December 2010, where he conducted the same workshop.
