Tools and Methods

Studies and research aimed at developing methods, tools and approaches for the assessment of validity as well as transferability of national practices and experiences have been conducted. In order to assess whether a country can benefit from the innovative experiences of other countries, it is necessary to evaluate: a) whether that particular experience is indeed successful; b) whether it is transferable to another country; and finally c) whether the country on the receiving end has the capacity to implement such practice.

In line with the above, the following steps have been taken:

• Identify criteria to evaluate whether a specific practice may be considered as a “best practice”;

• Identify criteria to assess the transferability of best practices; and

• Identify criteria to assess the absorption capacity of countries to successfully implement best practices.

In order to ensure that best practices are replicated successfully, it is crucial to identify the necessary steps and requirements of the implementation process. Guidelines, including a range of options and implementation modalities, have been selected by beneficiary governments, in order to undertake administrative innovation processes and will be prepared by UNDESA and Formez.
