Vietnam: Lawmakers Plan to Allocate $950m for 16 National Target Projects

The Government plans to allocate more than VND20 trillion (US$952 million) from the State Budget to support 16 projects that form part of National Target programmes in 2013.

More than VND18.6 trillion ($885 million) of the total will come from internal capital sources with the remaining amount coming from foreign capital.

The plan was revealed at the closing meeting of the 12th session of the NA's Standing Committee yesterday. Members present at the meeting discussed 13 current National Target Programme projects in the areas of communication, supervision, evaluation and capacity enhancement. The NA's Finance and State Budget Committee agreed with the Government's proposal to continue implementing these projects from 2012-15.

The committee also agreed to reducing the investment capital for these 13 projects from around VND14 trillion ($667 million) by more than VND2 trillion ($95 million) after reviewing the content of each project.

The Government was requested to allocate VND15 trillion ($714 million) to two sustainable poverty reduction projects.

Many deputies also called for the Government to review its programme implementation process and financial sources in order to find an explanation for the slow process of many on-going projects.

NA Chairman Nguyen Sinh Hung and Vice Chairman Nguyen Thi Kim Ngan suggested that projects from the National Target Programme must become operational more quickly, especially ones working in the areas of new rural area development, water safety and environmental hygiene, job creation and health care.

Yesterday's meeting also saw the committee adopt a draft amending the ordinance on providing state honours.

The new ordinance will give the title "Heroic Vietnamese Mother" to those with one or more children who were revolutionary martyrs. The ordinance will come into effect at the beginning of next year.
