Philippines: Measure Creating ICT Department Approved

A bill seeking to create a Department of Information and Communications Technology to develop a sector that will ensure reliable and cost-efficient communications facilities, infrastructure, and services in the country has been approved on second reading in the House of Representatives.

Zamboanga del Norte Rep. Cesar Jalosjos, chairman of the House committee on government reorganization, endorsed the approval of the bill, which will integrate the management of information and communications and technology (ICT) into one department.

The bill that aims to develop world-class ICT in the country also gained support from Taguig City Rep. Sigfrido Tinga, chairman of House committee on information and communications and Cavite Rep. Joseph Emilio Abaya, chairman of House committee on appropriations.

“The measure cites the policy of the State to promote the utilization of ICT as a vital tool for nation-building and economic growth that is government-enabled, private sector-led, citizen-centric and market based,” Jalosjos said.

Under House Bill No. 4667, the government will prioritize the effective coordination and implementation of its national and local ICT and ICT-enabled services, programs, projects and other related initiatives and revitalize all relevant governmental institutions.

The proposed measure also aims to achieve a streamlined and efficient structure that is responsive and attuned to national goals and objectives, according to the bill.

The bill also provides for the creation of a Council of Chief of Information Officers composed of 11 members with fixed terms in office with the Secretary of the DICT as chairperson to coordinate the establishment of policies, standards, rules and guidelines for ICT e-governance initiatives.
