“We, the science academies of Africa, do commit to play a leadership role in providing evidence- based science advice for the pursuit of Africa’s development,” the Uganda National Academy for Sciences (UNAS) president, Prof Nelson Sewankambo, said.
The next Africa development agenda focuses on the five pillars of education, health, capital, culture and fiscal policy development of institutions. The declaration comes at a crucial time in Africa’s history when the African Union is implementing Agenda 2063, the international community is developing the SDGs and the African Union Commission and New Partnership for Africa’s Development (NEPAD) are operationalising the 2014 Malabo declaration.
The meeting began with the new release of a new report from several African science academies titled, “Mindset Shift for Ownership of our Continent’s Development Agenda.”
“Country ownership must be at the centre of African’s social, political and economic development agenda. Our governments should increase investments in the skills and knowledge appropriate to the science technology and innovation needs of Agenda 2063 and the SDGs with focus on women and youth,” Sewankambo explained.
The Governor Bank of Uganda, Prof Emmanuel Tumusiime-Mutebile, said in order to control monetary policy and ensure a stable economy, he would not be pushed by political interests to print more money come the 2016 general elections. Mutebile has since clarified that before the 2011 elections, the bank financed the fiscal deficit by issuing treasury bills and bonds as per the national budget, but has no control over how government uses money.
This clarification, however, lays bare the bank's limitations when it comes to controlling inflation at a time when a sitting government may be eager to spend its way to victory.
Presenting a paper on the role of central bank in the post-2015 era, Mutebile advised that for Uganda to implement a successful agenda beyond 2015, it must build strong institutions of economic governance.
“Central banks must have very clear and transparent policy mandates which are consistent with the policy tools that they have at their disposal,” he said.
“Without such mandates, which must command political consensus, central banks cannot account for their performance. This requires that central banks must focus exclusively on monetary policy and bank regulation and not undertake other roles which might create policy conflicts.”
