During the interaction with Minister Collins Chabane, government officials complained about the lack of resources, structural problems, low morale of public servants and officials not placed in their core functions.
Nomasonto Masiya from Forensic Pathology said low morale of public servants paints a bleak picture of the public service. “Low morale affects service delivery because officials are not passionate and motivated enough to deliver on their mandate which is to provide services to communities”.
Another issue raised was school patrollers contracted to the Department of Community Safety in Randfontein. “I have been working as a school patroller in Mohlakeng without compensation from the department”, said Jeremiah Sejamoholo.
Gauteng Education MEC Lesufi Panyaza said the department will look into the issue of payment for school patrollers. “School Patrollers are paid by GDE through the PERSAL system but we are committing to look into this issue to ensure that it does not affect service delivery”.
The service delivery drive is in line with Gauteng’s ten-pillars of transformation, modernisation and re-industrilisation. Last month, Gauteng Premier David Makhura launched a service delivery war room to improve service delivery in Gauteng.
In modernising the public service, Minister Chabane said his department will intensify training of frontline staff because they are the face of public service. “We will work with public servants from ward level to national to ensure that they are adequately trained to serve our people. We will also modernize our public institutions with the latest technology to improve efficiency of public service”.
During his visit to Mohlakeng, Minister Chabane, Gauteng Premier Special Advisor on Service Delivery Mxolisi Xayiya, MEC Lesufi Panyaza and District Mayor of Randfontein Cllr Sylvia Thebenare along with public servants present at the service delivery drive signed the Service Charter Pledges, committing themselves to serve the people of Gauteng without compromise on service delivery.
“We really appreciate all the inputs and we are committing to follow up on all the issues raised to improve the way public servants work and improve overall service delivery”, said Chabane.
