Tanzania: Tanzania Performance Results and Accountability Project (PRAP) Achievements

Objective

The objective of PRAP is to enhance capacity, performance and accountability of Ministries, Departments and Agencies (MDAs) in the use of public resources and service delivery to levels consistent with timely and effective implementation of the strategic and priority programmes under the National Strategy for Growth and Reduction of Poverty.

Achievements

• Human Capital Management Information System (HCMIS), version 9 has been a big milestone. It’s an important instrument in managing the Government wage bill, equally Human Resources-related information in all MDAs.

• Other changes recorded through the implementation of PRAP include: 

(i) Institutionalization and improvement in the use of Performance Management System (PMS) tool, systems and policies, 
(ii) Reduced duplication of efforts and enhanced accountability resulted from restructuring and clearly demarcation of functions amongst various institutions,  
(iii) Improved management of Government records leading to cost and time serving, as well as decision making, 
(iv) Creation of mechanisms and structures for effective feedback e.g. Complaints Handling Mechanism (CHM) and improved service delivery through Business Process Improvements (BPIs), 
(v) Strengthened human resources management and information systems, 
(vi) Increased pay levels for technical and professional public service personnel leading to recruitment and retention of personnel in the service as well as, 
(vii) Existing capacity in local training institutions have reduced Government cost in training abroad.  
• The study conducted in 2012 revealed that 80 percent of all respondents expressed a degree of satisfaction with Public service in the survey services named:  Health; Higher education scholarships; Water; Land registration and records; Business registration and Police charge room.
