The Minister of Communication Technology, Mrs. Omobola Johnson has said that the performance contract agreements signed recently with the Permanent Secretary and Heads of Departments, Agencies and Parastatals under the ministry would bring about accountability, transparency, efficiency and effectiveness in public delivery.
A performance contract is basically a freely negotiated performance agreement between government, acting as the owner of an Agency, and the management of the Agency.
The Minister at the signing ceremony in Abuja said that performance contracting in the Public Service has potential for benefiting both the citizenry and the government.
According to her, there was linkage of performance and results with stakeholder expectations, improvement of public satisfaction with government services and building and sustaining of trust in Government.
While calling for collaboration and synergies between the ministry and its agencies and among the agencies, to transform the nation's ICT ecosystem for the benefit of Nigerians in line with President Jonathan's transformational agenda, she said that the Contract Agreement would bring about promoting accountability, transparency, efficiency and effectiveness in public delivery.
Mrs Johnson further said that Performance Agreements are a major feature of reforming public services the world over. She enjoined the Permanent Secretary and Heads of Agencies under the Ministry to sign cascaded Agreements with the Directors and Heads of Departments within two weeks.
Responding on behalf of the Ministry and Agencies, the Permanent Secretary, Dr. Ibrahim Daudu, assured the Minister of the Ministry's cooperation in the realisation of Key Performance Indicators (KPI) noting that the system would certainly succeed in the ICT sector with the support of the amiable Minister. Dr. Daudu appealed to staff to rededicate themselves to commitment to hardwork and loyalty to constituted Authority.
Present at the signing of Performance Agreement were Heads of Agencies of NCC, NIPOST NITDA, NigComSat and Galaxy backbone and top management staff of the Ministry.
It would be recalled that earlier in the year the administration of President Goodluck Ebele Jonathan, GCFR, through the National Planning Commission commenced the process of engaging MDAs in clarifying key performance indicators.
As part of that process, Honourable Ministers interacted with and eventually signed Agreement with the President on their performance for 2012, thus heralding the advent of performance contracting in Nigeria's Public Sector.
Following the Agreements with Mr. President, the Hon. Ministers were expected to sign cascaded Agreements with Permanent Secretaries and Heads of Parastatals and Agencies under them.
