Monitoring and Evaluation DocumentASPAMon, 19 Dec 2011 12:33:59 GMTBalanced Scorecard Interest Group - October 25, 2001 Meeting SummaryIn 1998, the Public Buildings Service (PBS) began using a limited number of metrics and targets, along with a pot of incentive dollars, to precipitate changes in employee performance at all operating levels. This initiative impacted PBS employees responsible for thousands of properties across the country. PBS management estimates that this approach has produced about $650 million in savings. PBS does not specifically use a Balanced Scorecard, but their approach has many of the same characteristics. The PBS metrics already focus on financial, performance, and customer metrics and employee-related metrics are under development.
