On March 2, 2012 the United Nations Department of Economic and Social Affairs published the report "United Nations E-Government Survey 2012: E-Government for the People".
The E-Government Development Index (EGDI) is a weighted average of three normalized scores on the most important dimensions of E-Government: scope and quality of online services, development status of telecommunication infrastructure, and inherent human capital.
The authors of the report note that the East European countries improved their indices of the E-Government development by 16 positions at the average, but couldn’t keep the achieved positions, with the exception of the Republic of Belarus and the Russian Federation. According to the research results Belarus has climbed three positions in the ranking and took the 61st place among 193 countries of the world.
Belarus achieved good results in the level of telecommunication infrastructure development which is a technical basis of the information society. In the Infrastructure index ranking the country improved its position from the 84th place in 2008 to the 48th in 2012 (36 positions up), Russian Federation moved from the 63rd to the 30th place, Kazakhstan – from the 91st to the 78th place.
