记者昨天从国家行政学院获悉,《2012年联合国电子政务调查报告》日前发布,报告建议,政府部门要利用社交媒体提高公共服务的质量,减低成本,增加政府透明度。
报告指出,如今是社交媒体(如微博等)迅速崛起的时代。特别是亚洲地区和太平洋地区的社交媒体获得了史无前例的发展,成为这两个地区网络使用的主要方式。这就要求政府要利用社交媒体在公众中推广电子政务的使用,努力使社会各个群体都能通过这种新的方式享受到电子政务的服务。
报告指出,在信息时代,政府需要思考如何运用信息和通讯技术工具来优化法律框架、规章制度、机构重组和业务办理程序以及人力资源开发,从而顺应公民新的需求,接受新的挑战,真正做到以公众为中心来提供服务。
调查表明,电子政务在确保提高人民的生活质量和实现长期、公平的发展方面能起到非常大的作用。而提高服务质量的关键还在于政府能够不断地改进管理和运行水平。调查报告建议各国政府更加重视电子政务,发展和推进政府一体化,并提高公共服务的质量。其最终目标是开展合法、有效的公共治理,为今世后代实现包容、公平和可持续发展作出贡献。
据了解,从2001年起,联合国经社部对联合国成员国国家的电子政务进程进行调查,并发布年度电子政务调查报告。
