Singapore Unveils New Draft Masterplan in Pursuit of Liveable City

The Urban Re-development Authority of Singapore unveiled an upgraded draft masterplan on Wednesday, pursuing better transport, more homes and a more liveable city.

"... the underlying philosophy of making Singapore an endearing home and a clean, green, liveable city remains unchanged," Minister for National Development Khaw Boon Wan said in a blog post earlier.

The Draft Master Plan, which guides land use over the next 10 to 15 years with revisions every five years, points to more homes to be built in new housing areas as well as in the established estates. In total, enough land has been earmarked for 500,000 new homes, mostly public housing.

Singapore has been known for building highrise apartments and selling them at a discount price to most of the resident households, basically allowing each household to have a public housing unit.

An entirely new area will be developed on 1,000 hectare land on the south coastline. A district called Marina South will also take shape next to downtown Marina Bay with eco-friendly features, including bike paths and an 800m car-free street.

The Holland Village, with many private properties, will be extended by 6 hectares within the next two years to include a mixed-use private residential project, more housing and a new community park.

Some of the districts to be developed will also be environmentally friendly estates with fewer cars, more greenery, fenceless precincts and tree-lined walkways.

These features are aimed at fostering greater community interaction and creating a better conducive environment for pedestrians and cyclists, the authority said.

It also said that a national cycling code of conduct would be developed.

The draft masterplan also aims to decentralize jobs further to cut commuting time and ease congestion while continuing to grow the central business district and the downtown Marina Bay area.

Major commercial clusters will be developed in Woodlands and along the rest of the North Coast Innovation Corridor. Land will be set aside for small and medium-sized enterprises in Woodlands, which will also house the first business park cluster in northern Singapore.

In Punggol, a learning corridor and creative cluster will spring up around a new tertiary institution.

New industrial sites will also sprout in the west and north- east.

It is also aiming to integrate more greenery into housing estates across the island, with green spaces such as nature areas and parks to be expanded.
