According to the constitution any Bill returned to the parliament for reconsideration shall be assented to by the President and published in the government gazette if the Bill, after reconsideration, is passed without any amendments, by a majority of the parliament.

The bill stipulates that a new party can only be formed with the signatures of 10,000 members. If a political party slips below the 10,000 members in the registry, the Elections Commissions must give notice to the respective party along with three months to reach the required membership.

Existing political parties with less than 10,000 members would also be given three months to register the required number of members from the date the Bill is ratified. If a party fails to secure 10,000 members the respective party will be dissolved.

The President while returning the bill had pointed out that it has contradictions with the constitution and if ratified could restrict the fundamental rights and freedoms guaranteed in the constitution.
