The Defense Ministry has said it will create in fiscal 2013 a special defense force with about 100 members to fight cyber-attacks.
The ministry on Friday announced the nation's first defense guidelines on cyber-attacks, which specify Japan could invoke its right to self-defense if a cyber-attack occurs as part of an armed offensive strike.
The guidelines stipulate cyberspace is "the fifth field of military operations" along with ground, sea, air and space, and state the ministry will establish a cyberspace defense force in the next fiscal year to study methods of counterattack.
The guidelines further define cyberspace as "infrastructure that is essential for policy decisions and operations of [Self-Defense Force] units."
To defend the nation's cyberspace, the guidelines promote enhancement of the SDF's capacity and preparedness, and cooperation with the private sector and international community.
To improve the SDF's preparedness, the ministry will recruit about 100 members for the new cyberspace defense force, and the team will take over some of the security operations that are currently conducted separately by the Ground, Maritime and Air Self-Defense forces.
The team will work to collect information about computer viruses for analysis. It will also improve the SDF's capacity to conduct drills to counter such viruses.
The guidelines stipulate if a cyber-attack occurs as part of an armed offensive strike, the situation warrants exercising the nation's right to self-defense.
But the guideline only says, "Each situation will be judged on a case-by-case basis" regarding what types of incidents would be viewed as armed attacks.
