Singapore: New Project Launched to Attract Mature Workers to Security Industry

SINGAPORE: A new project designed to attract mature workers to the security industry has been launched by the Workforce Development Agency and Singapore's Police Licensing and Regulatory Department.

Called "Project Silver Lining", one key attraction is shorter working hours.

Singapore's security industry is currently facing a shortage of workers. To meet the shortfall of some 25 per cent, the new project aims to attract mature workers and women back into the workforce.

The project started off as a pilot in February this year.

President of the Security Association of Singapore, T Mogan, said: "Silver lining is a project where we are first starting off with eight hours, and the training required for these eight hours is a restricted licence training where they go through only one module -- which is the 'Provide Guard and Patrol Services'. Most of the duties are done at the guard-room itself."

"Many people out there are not coming into this industry because of the long hours."

The tripartite partners hope that the project will attract 500 workers.

The duties these security officers will perform include controlling visitor access and dealing with lost and found property.

There are nearly 270 security agencies in Singapore, and the Workforce Development Agency said this industry is expected to grow between three and five per cent each year.

Since 2006, the Workforce Development Agency has trained nearly 60,000 people to help them attain the Workforce Skills Qualifications for the Security Industry.

The labour movement said the way forward is not an over-reliance on manpower but harnessing technology for productivity.

Deputy Secretary-General of the NTUC, Ong Ye Kung, said: "It is to have a different approach to tendering and that's why the industry and NTUC got together and we drafted a template that is not headcount based, (but) more technology based.

"We present the tender specs in a way which asked the agencies to propose the most effective and value for money technology, and on that basis we choose the best system."

NTUC and the security industry will present the template to the Finance and Home Affairs Ministries to consider with the aim of best sourcing for the security sector.
