Aus Council Modernises Information Management Systems

Australia’s largest local government council, Brisbane City Council, is spending US$353 million (AUD$353 million) on an integrated information management system to streamline service delivery for tax payers.

This new Business and System Efficiency (BaSE) roll-out will help integrate 62 individual and outdated council systems into a single platform.

This BaSE project will help manage council activities and information-sharing activities — from automating payroll systems to improving service delivery across the State.

This council initiative underscores moves to streamline business processes through a better use of information management technologies, according to the council’s Lord Mayor, Graham Quirk.

The BaSE programme supports a “One Council” service delivery effort when dealing with tax payers and businesses.

The city of Brisbane is supported by one the largest local government councils in Australia. This council brings together 26 wards and 27 councillor roles.

The council’s current information management systems are outdated, notes Lord Mayor Quirk. “These need to be brought into the 21st century if we want to cement Brisbane’s reputation as the economic powerhouse in the Asia-Pacific region.”

The BaSE rollout will support key activities by automating the council’s core functions. Among the upgrades, this automation modernises payroll and HR functions.

Plans are underway to create a single register of council assets, while managing workflow and resource allocation.

The council plans to use mobile devices to log, track and manage repairs and other work in the field. This work include time-consuming road resurfacing, trimming trees, footpath repair, and removing graffiti in built-up areas.

Brisbane City Council began extensive repair work after being hit by devastating floods in January 2011. This repair and restoration effort covers infrastructure, assets, transport, waterways, parks and community areas.

The State’s 2012 budget earlier earmarked US$3.11 billion (AUD$3.11 billion) on infrastructure investment for Brisbane City Council.

Software for the council’s BaSE system is being supplied by solutions provider, SAP. This roll-out will be implemented by systems integrator, Accenture.
