The government and ruling Democratic Party of Japan may abandon a plan to create a preschool facility that integrates the functions of kindergartens and day care centers, it was learned Tuesday.
The move comes as the Liberal Democratic Party and New Komeito continue to express their opposition to the proposal in talks to revise government-sponsored bills related to comprehensive reforms of the social security and tax systems, informed sources said.
Instead, the DPJ is considering an expansion of the existing system for licensed child care facilities that combine some of the functions of kindergartens and day care centers, which are respectively supervised by the education ministry and the welfare ministry, the sources said.
Speaking at a press conference, Health, Labor and Welfare Minister Yoko Komiyama said the ruling and opposition parties should meet halfway when crafting the legal frameworks and systems, hinting at a possible compromise.
Currently, the DPJ plans to shift most of the licensed nurseries to the new-type facilities that provide preschool education, currently offered by kindergartens, and child care services in an integrated manner.
